About the Presenter

Dr. J. David Moore, M.D.
Dr. Moore joined ValueOptions in 2006 as Medical Director for the TRSC.  Dr. Moore was in private practice in Tallahassee for 21 years (1975-1996).  His roles encompassed both private practice and public psychiatry.  As Medical Director and owner of a large outpatient he supervised and directed care for over 3,000 patients in active treatment.  This practice served as the provider of behavioral health care carve-out for MetLife (average 15,000 covered lives) for two years in the mid 1980s.  Dr. Moore was the Clinical Director for the Child and Adolescent Unit at the Psychiatric Center of Tallahassee Memorial Regional Medical Center for five years and was on the Medical Staff for 21 years.  He is now on the honorary medical staff.

As an outside consultant to Florida State Hospital for 18 years, he presented CME/CEU lectures to the physicians and Medical staff and provided consultation on civil and forensic patients for evaluations, treatment recommendations and court ordered consults. 

As Co-Chair of Legislative Policy Committee for Florida Psychiatry, Dr. Moore was instrumental in the modifications in the Florida Mental Health Act in 1985 and provided testimony to various Legislative Committees on mental health issues for many years.  Dr. Moore has been appointed by the Governor to serve on the Professional Advisory Committee, ADM Program Office, 1987-89; Acute Care Task Force for HRS, 1987-89; Committee on Public Psychiatry, 1990; The Mental Health Committee for Correctional Medical Authority, 1992-93; and the Primary Care/RBRVS Committee for AHCA, 1993.

Dr. Moore was inducted as a Fellow by the American Psychiatric Association in May 1994 for his accomplishments in direct patient care, community service, Behavioral Health Care administration, research and education and training of professionals.  He has subsequently been inducted as a Distinguished Fellow in 2003.

Dr. Moore brings the multi-level experience in public and private Behavioral Health Care to his role as the Medical Director.  He led the first successful NCQA survey for a ValueOptions service center that served both commercial and Medicaid accounts.  In his role as Medical Director, Dr. Moore has supervision over both the Clinical and Quality Departments at the TRSC.  Through his leadership, there have been many Quality Improvement Projects that have led to a Medical Management Strategy and the first clinical/functional outcomes projects.  He has provided much leadership in the development of technology and data management as modalities in managing mental health care.

Dr. Moore has given professional presentations to mental health professionals and administrators in the area of cost effective, efficient, and quality-driven care management.  His ability to integrate his clinical knowledge with innovative technology has allowed the TRSC to be the leader in moving from routine managed care into managing with providers through quality of care initiatives and outlier management. 

Robin Hamel R.N.,C
Ms. Hamel is responsible for the development, implementation, and administration of policies and procedures, accreditation and regulatory standards, and contract compliance related to the clinical program.  She directs customer service and clinical personnel through ongoing supervision, training, and evaluation.  Other responsibilities include quality monitoring of the utilization management department and the contract providers, and interfacing between the ValueOptions call center and the network providers to ensure proper application of clinical criteria and clinical guidelines and adherence to clinical contract standards.

Ms. Hamel is a registered nurse, certified by the American Nursing Association (ANA) as a Psychiatric and Mental Health specialty nurse since 1989, with over 32 years of experience in behavioral health care.  Ms. Hamel began her career in New York State and has had a variety of positions dealing with the full spectrum of behavioral health issues from children to geriatric clients, mental health and substance abuse services, and adjustment disorders to the SPMI population.  Before she left New York, she was trained in Psychiatric Rehabilitation by Boston University, and was part of the New York State team responsible for changing all state funded programs to include a strong rehabilitation focus from 1989-1992.  Ms. Hamel moved to Florida and worked as a Psychiatric Specialty Care Coordinator for a psychiatric home care company from 1993 to 1996.  Ms. Hamel joined ValueOptions asa CCM in 1996, moved to Clinical Team Leader in 1998, and assumed the position of Director of Clinical Operations in 2000.  Ms. Hamel co-chairs the Clinical Quality Management Committee and is a member of multiple taskforces and committees on clinical and quality issues.

About the Program

The rehabilitation concepts of Recovery & Resiliency are fundamental to a successful treatment plan no matter what kind of treatment situation exists. This presentation will provide an overview of the concepts and examples of how those concepts are used in the treatment planning process.

Participants will have a chance to ask questions.
